Abstract

The implementation of Electronic Traffic Law Enforcement (E-TLE) as a technological solution is often confronted by complex socio-technical challenges on the ground. This qualitative study examines the implementation of the E-TLE policy within the South Sumatra Regional Police, Indonesia. Utilizing Merilee Grindle’s policy implementation theory, which emphasizes the interplay between policy content and implementation context, this research identifies critical barriers hindering effective adoption. Data gathered through in-depth interviews and document analysis reveal that challenges are not merely technical but deeply rooted in human resources, institutional capacity, and socio-administrative factors. Key findings include: (1) significant public confusion and lack of awareness regarding E-TLE procedures, pointing to inadequate socialization; (2) severe infrastructural constraints, including a limited number of cameras, unreliable violation notification systems via postal mail, and a lack of maintenance budgets; and (3) systemic administrative issues, such as low public compliance in transferring vehicle ownership, which leads to erroneous fines. The study concludes that the context of implementation comprising bureaucratic capacity, public awareness, and inter-agency coordination has not been adequately aligned with the technical content of the E-TLE policy. Recommendations are offered for a more holistic implementation strategy that addresses these contextual factors to ensure the policy's legitimacy and effectiveness.
