This research project aimed to examine and assess the effects of forest management policy implementation, particularly regarding the role of Forest Management Units (FMUs) in managing forest zones and promoting community empowerment in Sumbawa Regency. A qualitative research approach was employed, with data collected through surveys and measured across relevant variables. Sampling was based on forest areas within Plampang, Sumbawa Regency, taking into account both forest planning and management strategies as well as local cultural contexts. Stakeholder Analysis was also applied to identify the key actors influencing the study. The findings revealed that village communities, as local institutions, are capable of collaborating and engaging with external stakeholders to strengthen institutional development. However, existing policies to support collaborative initiatives do not fully reflect current conditions. As such, sustaining collaboration requires diverse strategies and innovative approaches. These initiatives highlight the recognition of local institutions in forest governance. Empowering local communities through clearly defined design principles ensures long-term resilience and adaptability regarding environmental change. The effectiveness of community institution management is not solely dependent on the survival of the organization itself, as these local institutions have historically endured and adapted through numerous crises. This study aims to contribute to advancing jungle management policies in Indonesia by enhancing community capacity building and supporting the expansion of forested areas.
